We are confident that this code is generic enough and now works well enough from the other repo's tested that it can be incorporated into the software repository template.

Summary
This PR will extend the
release.yamlto notify on release for the zulip app so that an announcement is made when a github release is fired.Impact
Improves user engagement with software applications, once we have announcments working we can also automate sending them out across the various communications streams. It improves visibility of the activity going on in our various channels.
