[Feature]: Add Zulip Notification Release Message to Release Workflow

With the introduction of the Zulip space for CCPBioSim we should align this template repo to use the same release mechanism as the other repositories within the organisation and allow the new releases to send a notification to the Zulip space of a newly minted version.
