Adds Alerta to receive alerts from AlertManager. Having a Discord channel for this stuff & email notifications has ultimately proved fairly useless as it's too noisy to make any use of it and all alerts (regardless of importance) render the same.
I've added Alerta here which will capture alerts for 14 days and present them on a single page, we can ack, triage, close and silence issues, etc.
If we don't do anything alerts will expire and drop off (at which point the cause of the alert was hopefully not that important anyway).
