Consistency in TwoDigit use?

Hi

Just a small thing.
Wondering if the Hours formatter commands should also have TwoDigit suffix as they stand presently. I found it strange that Minutes and Seconds both feature this distinction but seem less likely to omit the padding.

Moment is suggested to be the reference for implementation here and it also supports single digit hour in "glued" times at least.

I was surprised when I found out that Hours24 is not padded to two digits and there's not an alternative. +1
