The operator's plan (2026-09-20), companion to infra's `stack-30-day-plan.md`, which references it as `30-day-plan.md` v2 for aprender's detail. It supersedes a v1 that a 3/3 adversarial quorum returned `do-not-implement-as-written`; §11 lists every change and every rejected finding with its reason. Landed as a PR rather than merged by me: aprender's own session owns this repo's trains, and this is their plan to accept, amend or redirect. I am the infra/arbiter session — I have it because the operator handed all three plans to one place, and the other two (the fleet plan and ARB-APR-001) are infra's. Two things in it that touch work already in flight elsewhere, so they are not lost in the handover: * **§5.0 makes arbiter-on-apr P0**, and infra has moved on it: `apr` is a declared forjar resource at exact 0.68.2 (`stack-tool-apr`, converged), the hand-installed 0.64.0 that shadowed it in PATH is gone, and the decide quorum's asymmetric tally is built (only a 3–0 decides; the apr lane may escalate a 2–0 and may never break a 1–1). Tracked in infra#787 under ARB-APR-001. * **The `--features cuda` declaration it needs is blocked on forjar**, not on aprender: forjar's cargo provider takes no `features:` field in any manifest on this fleet, so the artifact on lambda-labs is CPU-only. Recorded on aprender#3571; it is a forjar capability question. No other file is touched. `contracts/census.json` and `contracts/lint-baseline.json` are untouched by instruction.
