Onboarding of function-msgraph (DCS-22).
Note: this function is NOT the REGORG variant — upstream only publishes to Upbound.
Following the function-sequencer approach: redirect XPKG to ghcr.io rather than
adding a separate CROSSPLANE_REGORG path.
