Add action to clear the in-memory log buffer

Description

Add an action /syslog/clear to flush the in-memory log buffer.

The upcoming sysklogd 3.0 adds a membuf ring buffer served over a UNIX socket to logread. Once Infix enables it, tests and operators need a way to reset the buffer between runs without touching the log files on disk. Fits the "reset runtime state" family alongside dhcp-server/statistics/clear.
