The tab's icon already shows whether the database is locked. Repeating that in the title as a padlock emoji says the same thing twice, and in the form that reads least well: the open and closed emoji are near-indistinguishable at the size a tab renders them, which is what motivated giving the tab a real icon in the first place.

Today a tab reads 🔒 Personal.kdbx - Locked - KeePass Web; in this PR it reads Personal.kdbx - Locked - KeePass Web. The icon carries the state as a picture and the words carry it as text, with neither repeating the other.
