feat(compute-providers): add Lambda MicroVM provider

Description

Implements the runtime AWS Lambda MicroVM compute provider on top of the storage-provider and Terraform foundation layers.

• Implements MicroVM inventory, pool adjustment, scale-up, scale-down, execution, and termination through @aws-sdk/client-lambda-microvms.
• Integrates the provider with the control-plane and webhook provider contracts.
• Generates ephemeral GitHub JIT runner configurations and stores the JIT payload as a SecureString SSM parameter for the MicroVM image lifecycle hook.
• Stores non-secret runner ownership and lifecycle metadata separately, with concurrency-safe updates and retryable, idempotent cleanup.
• Reads MicroVM settings from Lambda environment variables and validates dynamic-label overrides for image ARN, image version, and egress connectors.
• Documents the MicroVM image contract, required environment variables, IAM permissions, and execution-role trust boundary.

Test Plan

• Focused MicroVM unit and provider-contract tests across the affected Lambda packages.
• Control-plane and compute-provider test suites, including pool, scale-up, scale-down, metadata, and dynamic-label coverage.
• TypeScript compilation plus focused formatting and lint checks.
