fix: remove silent complete-list truncation

Summary

• add a shared, validated show-all loader and apply it to complete environment, resource, administration, GitOps, and update callers
• make dashboard fleet totals atomic, count failed activities from pagination metadata, and align update totals with Arcane action-item semantics
• document the audited caller inventory and close PAR-003/PAR-004 with current revision pins and validation evidence

Validation

• ./gradlew :app:testDebugUnitTest :app:assembleDebug — 131 tests passed and the debug APK assembled
• git diff --check
• physical-device test against a live environment with approximately 90 containers: complete container display, search, running/stopped filters, refresh, and environment switching passed without duplicates or omissions
• physical-device comparison confirmed the dashboard Updates tile and Needs Attention row show the expected action-item total (4), with no persistent loading placeholder or raw-image total (11)
