The unnamed service moved on to 2025 with a different id field, so the converter reads the year-named one. Its id field is OBJECTID_1, and the case matters: the paging cursor filters on that name, and a mismatch returns every page from the start. REST field names arrive uppercase, and the determination date comes from the variant year.
