The ISO/TC 184/SC 4 Category A liaison form requires the organization's statutes to be attached or hyperlinked. Publishes:- Bylaws (the statutes — membership openness, governance, consensus process, cited in the form's eligibility answers) at /documents/elf-bylaws.docx- approved Articles of Incorporation (evidence for the 'is a legal entity' Category A criterion) at /documents/elf-articles-of-incorporation.pdfBoth linked from a new 'Governance documents' section on /about — that page is the URL to cite in the form's Hyperlink field (currently it points at the bare homepage).The DE state compliance letters (2024/2025) are not required online: the form asks only for statutes; good-standing evidence goes through ISO/CS and the NSB, and the 2024 letter is superseded by 2025 anyway.Also fixes the /about founders list (Hiroshi Murayama and Ronald Tse duplicated; Yoshiaki Sonoda missing).

The ISO/TC 184/SC 4 Category A liaison application requires the
organization's statutes to be attached or linked online. Publish the
Bylaws (the statutes: membership, governance, consensus) and the approved
Articles of Incorporation (legal-entity evidence) at stable URLs and link
them from a new Governance documents section on /about.

Also fix the founders list on /about: Hiroshi Murayama and Ronald Tse
were each listed twice; add Yoshiaki Sonoda (missing since his addition
as a founder).
