换镜像 Recreate 会清掉所有 dsh。只把流量仍在闲置窗口内、用户也没点停止的实例限流拉回，闲置休眠语义不变。

换镜像 Recreate 会清掉所有 dsh。用户没点停止时，应按闲置策略把本该还开着的实例限流拉回，而不是让人再点一次打开。
