Point META resources at the current repo location

Fixes #1.

META.in.json's resources block (homepage, bugtracker.web, repository.url/.web) still
pointed at BlueTreble, an earlier org this project moved out of before its later move to
decibel and now Postgres-Extensions — so even #1's own suggested fix URL is itself stale at
this point. Updated to https://github.com/Postgres-Extensions/test_factory throughout, and to
https:// (GitHub no longer serves anonymous git:// clones). META.json regenerated via make
from the edited META.in.json, not hand-edited.

Left the maintainer/generated_by email fields alone (Jim.Nasby@BlueTreble.com) — those are
identity fields, not URLs, and out of scope for this issue.
