Added documentation on connecting VSCode to Torch using both code-server and Remote - SSH methods, including configuration steps and troubleshooting tips.

Install remark plugins and reviewdog for linting.
Updated the lint workflow to install reviewdog in a temporary directory and modified the remark-lint command to use the new path.
Corrected instructions for enabling and disabling Remote - SSH settings.
