The daily report updates issue #1, but editing an issue body notifies nobody. Now a changed problem set posts a comment that @-mentions notify from machine/repos.json.

Change-only: the fingerprint (hidden in the issue body) is where=result, so the same workflow failing again with a new run link is not new, and all clear never pings. Tests: 13 pass (5 new).

Editing an issue body notifies nobody, so a report nobody opens is a
report nobody reads. When the set of problems changes, post a comment
that @-mentions the configured user.

Only on change: the same known failure every morning trains people to
ignore the ping. The fingerprint is where + result, not the run link, so
a workflow failing again tomorrow does not count as new. All clear never
pings.
