Exposing jitter and frame rate in Prometheus stats output

I'd like to have those stats in Prometheus so I can check everything from my Grafana instance instead of having to log into the control panel every time.

We have actually recently discussed this internally as well. We'll be adding some more statistics for streams coming in MistServer at least. Jitter was one of the stats. Frame rate is a bit of an unexpected one, what do you plan to use that one for? We suspected it wasn't going to be an interesting one as it's either variable or constant.

I think it would be helpful to see how stable the frame rate is, as another quick check for connection health, but I guess jitter is already enough for that. I'll wait and see what comes out of it then
