It seems that when a flag is off the async sequence/publisher emits constantly

When you say the flag is off, does that mean it is a boolean flag set to false, or its at the default value and not overridden by a source?

I think default. Let me check.

Both when unset/default and explicitly false. You can see it in that Flags demo app if you delete removeDuplicates() from ConfigRoot.swift:82.
