The session cache currently offers one TLS 1.3 ticket to concurrent shard connections. Scylla accepts this, but RFC 8446 recommends not reusing a ticket, and single-use-ticket servers may fall back to full handshakes.
Evaluate caching/consuming multiple tickets, or document the deliberate privacy and interoperability tradeoff.
