Establish the REST / URL namespace and requirement specification for the auto-comment source

Establish what the REST api should look like for the auto-comment support. Significant features:

1. standard default auto-comment use case
2. Adding user for editing/updating comments (authenticated)
3. Updating comments for a user (authenticated)
4. Retrieving user's saved comments (not authenticated)
