Support for `python >=3.12`

Hi @Chilipp hope you doing well, mate! Shall we get this package to support python=3.12 as well? I revived the conda tests at conda-forge/psy-reg-feedstock#18 and it appears the only technical issue is the use of the deprecated SafeConfigParser - let me know if I can help ie I can do the move to the regular parse in a fork PR 🍺

Dear @valeriupredoi, unfortunately this is not the only problem. It's only that psy-reg is not compatible at the moment with the latest version of psyplot. therefore, even if we make this here compatible with python 3.12, it will not be compatible as the old psyplot version is not compatible. I first have to migrate this app to the new template (as in https://codebase.helmholtz.cloud/psyplot/psy-maps/-/merge_requests/47) but in June there were now other issues that blocked me to work on this. Eventually I find some time to do this this week, but it's at the moment hard to tell. I need to find some hours where I can work on it
