设置里打开控制栏始终显示
此时在某些页面，控制栏的“立即翻页”和“滚动开关”两个按钮会显示特别大而且不能自动隐藏
To Reproduce
发生错误的页面：https://support.microsoft.com/en-US/servicing/os/windows-11/2026/07/kb5121767-out-of-band
鼠标放上去正常显示，但两个按钮图标显示很大
移开鼠标，两个按钮不能正常隐藏
Expected behavior
正常显示且正常隐藏

- OS: Windows 11 专业版 25H2
- Browser：Edge
- Version：版本 151.0.4129.78 (正式版本) (64 位)
Additional context
建议添加一个功能，仅使用控制栏。因为有些网页不需要用到翻页功能，但想使用控制栏的置顶/底和上/下翻页功能，这很方便。
