Author Charter for aip.dev (not google.aip.dev)

Author a Charter that outlines the purpose of the public aip.dev--that is not google.aip.dev--which may or may not itself be an AIP, likely not.

Previously brainstormed elements of this purpose entail,

• The purpose of these AIPs are to be extensible guidelines
  • Use them as is
  • Use them as a starting point to create a set of AIPs for your company
• Content regarding the guidelines was discussed, generally, but no specifics were agreed upon
  • Contribution model TBD
