Set link as anchor (href="#hash")

Hello!
I can't set link's href as anchor. Default LinkToolbar implementation has a function validateUrl. This function sets link's href https:// as default. I think this issue can be resolved by adding option to links of hook useCreateBlockNote. For example, validateUrl as custom function for validation.

Current Behavior

1. Select text
2. Click on button "Create link" in formatting toolbar
3. Type value #test in URL input
4. Press Enter
5. Value is saved as https://#test

Expected Behavior

1. Select text
2. Click on button "Create link" in formatting toolbar
3. Type value #test in URL input
4. Press Enter
5. Value is saved as #test
