Light Shafts are not noticeable with Voxy or Distant Horizons

Light shafts appear to be disabled when Voxy is active. Disabling Voxy adds the light shafts back.

EDIT: Issue also occurs with Complementary Unbound.

They aren't exactly disabled, but they do get way less noticeable. I will look into what I can do to make them look more noticeable again without making the visuals look weird, but it's very hard to do with the way Complementary does light shafts

Also they appeared to work fine in the update before Voxy support was added, but I'm not reverting back as the far terrain didn't look too good with Voxy back then.

I.e. before Voxy support was added, Complementary light shafts actually did work with Voxy. (In fact I was using extreme lights shafts to cinematically hide the far-away terrain).
